I mean, if a plane were to crash, would a seatbelt help? would a flotation device really help me gently fall like a feather to the ground?

WHY NOT PROVIDE A PARACHUTE TO EVERY PASSANGER?

parachutes would provide a means to escape.

Well there is a reason for it believe it or not.
If a plane crash lands people often survive. If they didn't have seat belts they most likely wouldn't. Also people can be bounced out of their seats in turbulence. If a plane crash landed at sea it'd be nice to have something to help you float.
Now as far as parachutes go you can't jump from a plane that is flying at 500 knots and hope to survive unless you're highly trained and even then it'd be hit and miss for the most part. Also people would have to be wearing the parachute prior to the plane starting to go down. Hardly any of them would be able to put one on in time, get to an exit which would be a stampede and then jump and deploy the chute. Can you imagine 200 people trying to get out of the plane at once?
