Men - women ratio, wealth of country - if poor and illness/diesease is rife then it is unlikely many children will survive into adulthood and go on to reproduce, government - in some provinces in China people are only allowed to have one child to try to stem the exploding birthrate, war - if the men are away fighting then the birthrate will decline.
