they headlights have a cloudy, foggy look to them and i am trying to make them look as close as possible to brand new. I have heard that car dealers use something that makes headlights look brand new again.

are they wet on the inside? if so water seal is all ready damaged. if so drill a small hole in the bottom of the front clear lens to allow to drain.. if the clear front lens cover is discolored try plastic polish ,from a auto parts store

Use a blowdryer to heat up the headlights which will evaporate the moisture - do not drill into the seals unless you want to void your warrenty and have to continue drying out your headlights.

sand them with like 320 grit sand paper. you may apply a slight elbow grease. put some wd 40 on em to see if they are ready to paint. get some clear gloss acrillic paint and smoothly from about 8 inches spray thema good thick as you can layer or two.if you put the lens between your eyes and the light .its easier to tell how the paint goes on.
