Just set up and place and time to meet with her, perhaps a romantic lunch. Then just be honest and speak what you feel and let it flow. If she rejects you, what can you do. Good luck.......

You have to accept that when you make a move there is that hope that you would be accepted but then again there is the probability that you will be rejected. There is a risk in everything.
Timing: you have to know about the woman- her likes and dislikes and get to know her, the more closer you are to her the better as it will cultivate trust. The more you get to know her, the more you will be inclined to know the right timing and how. Be it a candlelit dinner, a walk in the park, a stroll around the neighborhood, a letter, a game you both enjoy- whatever makes her tick. Make your intentions known but do not be overly aggressive.
The thing is, would you rather go forth and gamble your pride or would you just keep silent? If I were a man I would take the risk, it's better than not making a move at all.......

If you express 'love' and she rejects you, you shouldn't be loving this person.
Love is a very strong emotion. If you hardly know someone how can you possibly love them? Lust?.... perhaps. But love? I doubt it.
