Try talking to enlisted men and women. The only bulletproof vests that are easily obtainable are heavy desert storm looking vests now used in action overseas that weigh 60 lbs. Such vests can stop Nato 7.62 rounds. They can also stop SOME armour piercing rounds as well as most Soviet and Pakistani ordanance. But these vests are overkill. You would want a flak jacket made from kevlar in which local police use. These vests breathe and are light, but have limited stopping power. I dont have either vest for u, talk to army guys. Do u live near a base?

If you want a bullet proof vest go to Amozon.com and you can find what you want or get an idea on what to get and when you order they will tell you what states the can ship it to so you'll no if its allowed in your state Ebay as well is a good site or just try a local gun show.

i'm fairly certain that it's legal in the united states to own a ballistic vest if you don't have any felony convictions, although local and state laws may have more restrictions.
it is very important for you to konw that "bulletproof vest" is a misnomer - they are called "bullet resistant" or "ballistic" vests by law enforcement because they are not 100% bulletproof. they will almost always stop any low energy pistols such as 9mm rounds, but aren't as effective against more powerful handguns sucha as a .357 or especially a .45 magnum, and are easly penetrated by most rifle rounds.

Do you know any soldiers? I got mine from an MP for 20 bucks!
Put a classified ad out near an Army/Marine base, the GIs have to buy their own and when it gets a bit worn they get a new one.
Check E-Bay as well, lots of guys coming back sell their stuff there as well. PS, what the heck makes you think they are illegal?!
