Definitely not a do it your self project. Yes, original paint must be sanded off or new paint won't stick. Then you need to work in a "Paint booth" designed for that job, to prevent any dust etc. from getting on the wet paint. Last but not least, you need an "oven room" to cure the paint once it is painted. Then you have to "finish"it, sanding, buffing, polishing and sealing (waxing later as the paint sets up). But first and foremost, a whole lot of practice with the spray gun, unless you plan to use a roller or brush.

judging by what info u have provided u obviously have no experience on panting cars its not jus grabing a compresser and a gun with paint and beging to spray thers many processe to panting a car. IN short u have to sand the car with special sand paper then in a lint free inviroment like a completelt sealed garage that is made to keep out wind dust etc. u have to clean the whole surface with 2 differnt chemicals then u have to spray the base color then give it the actual coler anthen u spray the 2 or 3 clear coats. not only that but u have to spray the surface evenly. then in the garage u have to turn on the heater/dryer. Then u Have to wait 24 hrs or more to let it dry then u have to sand off the minor details with sandpaper and water after that u have to buff the clear to finish it off.

If it's the stock paint then no just sand it so the clear coat is off leaving the under coat then you just primer and paint.
