I have been through this situation myself and it's very difficult to get through , I was turned down for disability twice but made the mistake of going back and taking a job for which didn't provide enough to support my family . In retrospect it was a mistake not to appeal the first time I was turned down for social security because subsequent applications became more difficult because they felt I would do the same again and go back to work and that was no longer a physical possibility . If she has the documentation from her doctor that she can not work I can only assume she's reached the current limit for allowable benefits from the humane services department . I called my state representative and he became involved and at least that let social security know that this matter was being followed by an outside agency . Child support from the father of the children is needed in this case and I would pursue that , if the father is no longer living they should pay her benefits under survivorship since the children are under 18 years of age . She can contact the local community action agency and heap both for heating assistance it sounds as if she certainly is within the guidelines . Also there are many help agencies that are not publicised very well for help such as catholic charities , you need not be catholic to request help. The salvation army is another I would recommend . Humane services should have a complete list of these local agencies and I would get a copy from them immediately and begin contacting them all as needed . It may be related to the other un mentioned problems as to why she has been refused help. I'm mean no offense I'm only stating I don't have enough information to provide much further help. In my case my wife was able to get a job that got us through until social security was ruled against in court and had to pay me benefits to which I'd worked for. If you wish you can click on my link and email me with information you have left out here , I've pretty well seen it all and have made it through these problems by becoming extremely resourcefull. I'll be glad to provide you with any information I have learned regarding handling such a situation as best I can .

She should see about getting SSI disability (Social Security Disability) by contacting a lawyer. That should be her first step.
Now Disability only pays "back" for a few months, so she needs to find a lawyer soon! Call one and see if he will just take money out of any "settlement" she gets.
Then she should see social workers about getting help with her bills, and even perhaps Food Stamps and things of that nature. That's what its there for, help for those who need it. Also, call the Gas Company and see if they know of any contacts that help with getting Gas for low income families, most are set up to help through certain organizations.
You may also want to post a letter like this around locally; listing your phone number asking not for help, but for "information" on phone numbers on other organizations that DO HELP.

Everyone I know that is on disabillity, and there are about 5 people, they all get a disability check from the government.....
Each one had to have a Doctor sign a form stating they could not work, and why and show proof by records......How long ago did her doctor do that for her???????????She may need a lawyer who works for the department of labor.....
This may be the wrong question, but could she and her children live with you since you have been helping her anyway???
Then when she gets her checks, she can pay you $200,00 a month to help you out.......Or what ever you come up with......I hope this works out for all of you...My prayers are with you all.
Good luck..........

I just found a centralized federal resource online for people with disabilities...not sure of it's what you need but it might be a start: http://www.disabilityinfo.gov. Also, I am not sure what state you are in, but maybe call the Employment Development Department as well?

she needs to file for Social Security and/or SSI disability benefits-show Social Services that she has a pending claim and they should step in to help out (at least temporarily)--Keep in mind tho any earnings could affect her entitlement to Soc Sec or SSI--Stop helping her-DSS (and SSI) looks at your help as additional help or income to her -- Don't wait to get it started -- And good luck!
