Have you seen this device in my avatar picture before? Ever used or worked with one of these? Sorry, the owner doesn't have any more details than this picture...

I can't say for sure your avatar isn't the most detailed pic in the universe. It looks like either the base for a large comm antenna or a base for a stay a thick wire rope that holds a mast upright. Hope I was helpful.

I need a bigger picture, but if the hourglass shaped part on the top rotates and the silvery protrusion on the very top is square or hex shaped, then it's a sheet winch.

FYI - by sheet, I mean the line that pulls in a sail not the piece of cloth you sleep under.

It looks like some sort of compression device. Possibly a strut or shock. This exemplar is the 1st I have seen

its a lantern... used in India... you light a fire inside and there is a place to put in gas.. used in rural India.. produces light and heat.. used by watchmen on cold winter nights.. need more details can provide you as to how to use a lantern..
