The culture of your new town is there. You have to check where people meet. Try the barber shop, for the men's view; and the salon for the women's. Also, check the school and church. City hall will also have information on civic activities. Rotary,Eagles,Elks, and other clubs may be in town.
Where ever people meet is the start of a culture. White, Black, Latin, Native American, East Asia, Chinese, Indian, French, English, I could go on....
You small town also has a history, so city hall or the library is a very good bet. Talk to all the elderly people of the town.
Of course you may be looking for big city stuff. Small towns run slower and quieter, than the rush of multi-culturally diverse cities.
Oh, maybe your towns culture is outdoors, like hunting, fishing - you may have a real adjustment?
After all your quests end - you could always start one if there is none. A town to survive usually has something, a sense of civic pride and togetherness.

Take the initiative to get some culture there, organize some cultural event or start a club or something. Maybe you can find some locals who would be interested in getting involved in starting something.

I'm in the same position as you. I was living in a large city with lots to do, and now, well my town is boring and it sucks. I am planning on moving in a couple of months.
