if it is a living thing then I would say an ideal specimen is one that typifies (or clearly displays) the characteristics indicative of that species.

if it is an ideal specimen that is being used for scientific/medical research, I would say that that ideal specimen would be one that has been collected in a timely way (is fresh), has been well preserved in fixative so that the morphology of cellular structure has not been destroyed.
