it is the refraction of light...as the sun gets lower in the sky the angle that the light hits the atmosphere, coupled with moisture in the air, causes it to look red. Hopefully someone out there can give a more detailed escription

as the sun is setting the light hits the atmosphere at a grazing angle relative to you. The red light, (longer wavelength) is bent more downward towards you than the blue (shorter wavelength) , so you see more of it.
