Don 't be fooled with this question.

WE all remember that the current President of the United States came in second in sofar as popular vote.

Even if the winner gets a majority vote, does that guarantee that 'the people' dictate to the the government ?

Or does the government dictate to the people ?

Democracy is a western concept that is idolized by everyone.
The truth is that there are many flaws in it. Your questions points out one of them. Remember that nothing is real, and all are lies to keep the will to power of some satisfied.
If this will to power is on the side of the government, then the evidence is obvious to conclude that in this time and in this society, the government dictates the people.

It really depends on the situation. On the national level, no, we don't have a real democracy. We have an electoral college that claims to speak for the people, but, as you already pointed out (in so many words), it doesn't.

However, on the local level, it seems to work a bit better. It is one person, one vote. Unfortunately, we are not always given all the information as to what we are voting on--at least, the info is not readily available or easy to understand. For instance, my state recently made a constitutional amendment banning gay marriage because people thought that was the ONLY thing the bill was about. But, in fact, it also made it so that people in commited relationships (including engagements) could not have any benefits--this would extend to family-only hospital visits! (I did extra research to figure out EXACTLY what I was voting on, as gay marriage is a very important issue for me.)

I think you asked a great question. Because as far as I can see throughout the world the only thing democracy is doing is sort of 'fooling' people into believing that they are 'free' and in power.

People have the right to march and criticsize etc but after doing all that do governments listen? I think not.

One definition of democracy is; two wolfs and a lamb voting on what is for dinner, majority rules. That is why we live in a Republic, not a pure democracy.
