and in Episodes II & III as Padme she speaks normally!

I understand all about her decoy but I don't think that had anything to do with the reason she spoke that way.
Does anyone have any ideas?

You know...I have asked myself a similar question, not only about her voice but the entire decoy theory driving me crazy. I guess I have seen that movie a thousand times and I still can't realize when she is Padme and when she is supposed to be Queen Amidala...this is not even clear for adults!

Could just be a formal voice for her position. Think most rulers in our day talk a little different as well. Padme (Queen amidala) just speaking to sound more sophisticated.

yes it does. It also has to do with her role as a queen. All that make-up on. Anybody can be the queen and cover for her. If you notice in the last one the new queen does the same thing.

Maybe that's just how queens speak. Besides, everyone from Star Wars talks weird.

Think of it as form of protocol. Like with any formal standard one must obey protocol:

3 a : a code prescribing strict adherence to correct etiquette and precedence (as in diplomatic exchange and in the military services)

Probably something Lucas came up with to make her sound "royal". It's not uncommon in history for royalty to take on affected speech patterns. British royalty, for example, often referred to themselves in the third person.
