Business Casual usually means business like, but not necessarily suites
You can wear heels, but no casual wedges or espadrilles.
You can wear pants, but not casual chinos or jeans.
Don't wear anything cotton. Try structured pieces that make you feel comfortable.
You can wear a suit, but it doesn't have to be stale and doesn't have to be blue or black. Make it stylish, especially since it's an event.
We have a bus-casual dress code at work. I love it; it's my every day style now. I usually just wear a pair of pants from the Gap or Express (I have a million pair of strips and plaids), with a coordinating colored top and a shrunken blazer or stylish cardigan. Usually boots, pumps or some cute loafers. Same silhouette on Fridays, but with jeans instead.

The exact time, location, and occasion of the event will determine how you should dress.
If it's a casual event, like a friend's birthday party, co-worker's cook-out, company gathering, then it's a traditional business casual, like what you might wear to work.
For men, it's polos or sport shirts (this doesn't mean team sports, it's a style of shirt - button up, short sleeve, point or spread collar) with casual slacks.

Morning and afternoon functions are more traditional business casual, while evening and night events are the more formal business casual. Outdoor events are more casual, while indoor events tend to run more dressy. Use your best judgment, but it's better to be a little over dressed then under dressed.

You are right, your friends are wrong. Jeans are not "Business Casual", Jeans are casual. You'll be fine with the slacks and the blouse. Basically, for women, all business casual means is ANYTHING BUT JEANS. And obviously nothing revealing or inappropriate, like flip flops or tank tops. For guys it means slacks and a button down, but no jacket or tie is required.

pair of khaki pants, like dockers or something, along with a nice shirt that probably should be a button down, no tie needed, pair of decent looking shoes, maybe loafers but nothing really fancy, belt.
