I would say that a college dropout is better if it isn't because you failed. The reason for this is that you can make up a heavy story to employers saying that you left school for family circumstances or other. A high school graduate by itself usually shows little potential and desire to do more, so typically they will get underrated.

If you are asking what looks better on a resume, the term is not "college dropout" the term is "I am continuing to pursue a college degree"
