I've seen paper that you can put in a printer; but i want to traditional-style draw (perhaps with markers, etc.) ON the paper. Is there any way I can make this work? Also; i want to put it on a black hoodie; do i need to get special paper for dark fabric?

Not sure about the draw-on paper, but you usually need different paper for dark fabrics.

Have you considered fabric crayons? You use them to draw a design on regular, non-glossy paper, then just iron into your fabric. It's not exactly what you're looking for but you could probably get stunning results with them!
