Is there away to make the desktop icons smaller?

Besides clicking on the propertys on the desktop?

Right click on your desk top, select "properties" go to "appearance" select "advanced" use the drop down menu and select "Icon"
you can change the icon size from 16 to 32
and the font size from 6 to 24 as well as select a different font

Increasing your resolution will also make things, including icons, "smaller". But resolution is adjusted through the Display properties too, no matter how you get there.
