Moisturizers are used to lock moisture into the skin, by creating an occlusive barrier to prevent water loss. Some other moisturizers called humectants, hydrate the skin by pulling moisture from the air into the skin.
Moisturizres can be used for oily skin, but it is best to use the latter type, so that you are not blocking the pores, something lightweight and non-greasy. Look out for non-comodegenic labels, as this is what you want. HTH : )

Moisturizer is used to moisten the skin which helps prevent fine wrinkles and dryness on your skin mostly for the face and neck. Yes they do have moisturizers for oily skin there is a huge selection for different types of skin. Department store brands claim that the more expensive the better it works but I don't believe that. I have been using Oil Of Olay Moisturizer since I was 19 and it works great. You don't have to be older to start using moisturizers and the sooner you use them the better your skin will look as you get older it is good to take care of your skin. I have to admit ppl are always way off on my age. I am 27 but they are always guessing around 22.

I'm assuming you mean for face. Using face lotions help make the face look smoother when makeup is applied and help it go on more sheer.
If using the right face lotion, it doesn't make your face oily. It will simply add more moisture.
Oily skin can use moisturizer, but it has to be an oil free kind with usually a drying agent like Salycilic acid to take away oil as well as moisturize skin.
Also, some moisturizer contains sunscreen, taking away nasty wrinkles.

It does not make your skin more oily. Moisture is used for a variety of purposes. The most common use of moisturizer is for dry skin. Moisturizer helps rehydrate the skin and generally includes additional vitamins to help repair damaged skin. If you have dry skin, moisturizer can help return your skin back to normal. Maybe your just buying the wrong kind of moisturizer for your skin. Buy a moisturizer for oily skin. I recommend using Ice Elements Rejuvenate Moisturizer For Normal-Oily Skin. It hydrate and revitalize the look and feel of your normal to oily skin with the help of Ice Elements Rejuvenate Moisturizer. This intense beauty treatment is an exclusive blend of botanical extracts and natural vitamins in a light, aloe vera based formula. Designed for morning and evening use, quickly-absorbed Rejuvenate Moisturizer cream is sure to become a favorite in your daily skin care regimen.

"My Oily Skin just LOVES this stuff !!! =) (Braveheart, PA) 06/29/2006
I have also shied-away from moisturizers because they always seem to break-out my acne-prone skin or cause me to be more oily. But this stuff is awesome! It is so concentrated and a little goes a very long way. It absorbs right into my skin and disappears. It is SO soothing and healing and comforting to my skin, especially when I have any irritation from using stronger acne treatments. I especially LOVE to use this on my lips, because it makes them amazing....so soft, smooth, plump, and full. My skin is so much more "balanced" since using this line....not nearly as oily, but more natural moisturized in a good way.:"

Wikipedia says:
Moisturizers or moisturisers are complex mixtures of chemical agents specially designed to make the external layers of the skin (epidermis) softer and more pliable, by increasing its hydration (water content). Naturally occurring skin lipids and sterols as well as artificial or natural oils, humectants, emollients, lubricants, etc. may be part of the composition of commercial skin moisturizers. They usually are available as commercial products for cosmetic and therapeutic uses, but can also be prepared at home using common pharmacy ingredients.
