on real cold days has anyone ever seen the streetlights or other lights point up to the sky?

has anyone ever seen the ring around the moon if so where it is warm do you think they see the ring also. cause we don't see it in the summer. but it's winter somewhere else. does this make sense?

Yes. They are called light pillars. When it is really cold out the moisture in the air can freeze (even in clear skies!) the resulting ice crystals reflect the light from ground sources to appear to point straight up.

The same basic principle is in play with the ring around the moon, often called a Moon Halos. Ice crystals, often cirrus clouds in this case, in the atmosphere refract the light off the moon into a circle pattern.

For light pillars, since the light source is below the ice crystals, it appears as a straight line. For Moon Halos, since the light is above the ice crystals the result is a ring.

I hope not. I certainly don't want any streetlights pointing up to the sky. Most streetlights point down instead. Many of them scatter light up to the sky, preventing us from seeing the stars. Newer lights have shields on them that cause them to point down. This is good. It does not throw light into the sky and it allows us to the stars. They don't confuse the birds either.

I have seen a ring, called a halo, around the moon. This is due to cirrostratus clouds. Such clouds are often at the lead of a warm front, which brings rain. So a halo quite often, but not always, means rain or snow. You can see halos or rainbows at any season.

Q number 2: Yes, I've seen the ring and I think the appearance of the moon differs from place to place. Clouds, haze, ect. could change your perception of the moon from someone somewhere else I suppose.
