We recently lived in Belgium, which as you observed has three official languages. In public, the royal family speak in whichever of the three languages predominant in the area where they are speaking. The crown princess happens to be Flemish, and speaks beautiful French. The crown prince appears to be fluent in all three languages. The king is as well. The queen is more comfortable speaking in French and her native Italian, although she makes great efforts to improve her Flemish. I do not know if she speaks German, I do not recall ever hearing her speak it. The royal family on the whole is quite sensitive to the issue of language, and the little princess is being raised to be tri-lingual. It is not a major problem for the Belgian people on the whole, as even they realize it is difficult to be fully fluent in several languages. Incidently, the crown prince and princess also speak English very well. Official documents are issued in all three of the official languages, and student are required to study one of them in addition to their mother tongue- Flemish speakers learn French or German, and French speakers learn Flemish or German. Classes in the Flamande region are conducted primarily in Flemish, classes in Wallonia are conducted in French. German is spoken only by a limited number of persons living in the area in the north, near Aachen, and I do not know if they have classes conducted primarily in German or Flemish. I would assume it probably would be Flemish, as that language is predominate in the area. When we were there, it was estimated only around 1% of the Belgians had German as their mother tongue.
