First of all hon, calm down cuz I can tell you that whatever you get her, your mom will treasure it, but above all, she'll treasure the fact that you love her enough to remember her birthday, and that you love her enough to want so much to get her something. :)
As for suggestions, it would have helped to have some more info, like anything about your mom - her interests, hobbies, stuff like that.... Offhand, do you know if she collects anything that's special to her? Figurines? Pictures? Books? A particular animal? For example, my kids know that I LOVE bald eagles, and that I collect eagle figures, apples, rubber ducks, souvenir shotglasses, and cobalt blue glass.
For collections, sometimes the best things are at secondhand stores, because they're unique, not 1 out of a hundred on a store shelf.... and they're cheap but usually still in good shape. If she doesn't HAVE any collections, is there something she loves that she's WANTED to collect? I had a friend who idly mentioned that he wanted to start collecting little pianos. The following Christmas, I had rounded up 3 or 4 different kinds of little pianos for him from secondhand stores. He thought they were just great! Every Christmas I still probably add more to his collection than he does, but he loves them. :) Matter of fact, he ALWAYS consults with me when he needs to pick his Christmas gifts cuz everyone ends up liking what I tell him to get!
Is there anyplace that she's talked about wanting to go someday? Another country? A historical landmark maybe? You can look online for places that will send you free tourist brochures with LOTS of info and pictures of just about anyplace in the world. You could just give her everything as is, telling her that you want her to be able to go someday. Or if you're a creative sort of girl, you could cut and paste pictures and parts of the maps and make a big poster board collage about the place she dreams of going. Frame it with construction paper, or artificial flowers and ivy, or some pretty fabric.
One idea my kids came up with was a custom-made coupon book. There were coupons for breakfast in bed, extra chores without complaining, "queen for a day" (I got to kick back and the kids waited on me for a couple of hours or so), making dinner for the family or just me, and some one-on-one time to just talk, hang out, or whatever I wanted with them. If you have younger siblings, you could include some free babysitting too. ;)
If all else fails, get her a gift card for someplace she likes. Every place has them these days, and they're available in any amount. Good luck honey, and remember, she'll just be so happy that you loved her enough to WANT to get her a gift. Sounds to me like she's a lucky mom. :)

if your good with computers you can put a little slideshow of your family pics together and then burn it onto dvd so she can always have it. if you can't get to a computer you can still make a scrap book or something. My mom loves all the family stuff. "it's a gift from the heart" as she puts it. good luck! and i hope she has an awesome birthday!

Get her a nice card, and spend a great deal of time writing something in it that is very meaningful, thankful, and loving. Then spend some time over the next year truly getting to know your Mother, so that giving her something special isn't such a difficult proposition. Take care! Kapito

Make her a scrapbook filled with family photos. If you are cutting pictures, make sure you scan them into a PC or go to Wal-Mart for duplicates before you start altering any of her fav photos.

well a good present for your mom depending what she is in too might be something as simple as a coffee mug or t-shirt maybe if you had enough money a giant teddy bear or even one of those lil nick nacks
