You need a wireless internet connection. Then you update to version 2.00 or higher. After that there is new option on the psp. To Update go to psp options.

You have to have the updated firmware I'm not sure which level exactly but I have 2.00 and i can surf the web. All new games come with it so if you have the space on your memory stick install it. Than just click on the browser, of course assuming our wi-fi is on and you have access to a wireless network or are hooked up by usb to a modem.
