Whenever I call someone and their phone is shut off, it goes straight to voicemail. Can a cell phone still ring several times to the person calling it if the phone is shut off?

My daughter has Nextel and if she forgets to pay her bill, it will let her receive calls but not make any. So yes, the phone rings at her end and she can answer it but if she doesn't get to it in time I can leave a voice mail but she can't access it until her phone is turned back on.

No, it won't ring or even pick up that someone called if it's shut off. Voice mail will still work but it will NOT ring.

No, but if they reactivate their phone, they'll get your messages.
