This isn't a question but I'll answer it anyway. That quotation is correct. that takes us to the current argument about the Patriot Act. It may keep us safer but it takes away the fuzzy warm feeling we get from our civil liberties.

A perfectly efficient, large government is a panacea. Panaceas, however, only exist in the realm of alchemy.

P.S. Whether Gerald Ford believed the sentence he uttered is highly dubious. It sounds more like Reagan--who also grew the federal government (though some would say he was forced to by a Democratic House and sometimes-Democratic Senate).
