I heard from a friend that you can drop off your car at a junior college that needs to teach students how to do body work and paint a car properly with no cost to you. I need to find out which ones are currently needing such.

That is probably going to either by community colleges or trade schools. Call the nearest community college and ask, or search the websites of trade or community colleges in your area.
