No. The person that plays Kane is not related to the person that plays Undertaker what so ever. In the storylines, Kane is related to Undertaker.

The Undertaker is Mark Calloway who wrestled as Mean Mark Calous among other names.
Kane is Glenn Jacobs who wrestled as Isaac Yankum among other names.
Oddly enough, in the beginning, the Undertaker was known as "Kane the Undertaker."
