If you're running XP you don't have to reboot unless some program has a memory leak which is not likely with most common software. I've left many laptops on for months. It's just a regular computer in a small case. Keep the vents clean and remove the battery if it's plugged in all the time anyway. Remove all the crapware that starts with windows:

If you're running Win 9X or ME you should reboot or upgrade.

Buy a Mac.

It will reset your RAM and free up your virtual memory by restarting it so yes, it's necessary if you run a lot of programs during the day.

Only if you want to. My wife lets hers run for weeks at a time, it runs fine.

No, its not necessary. I would say just restart it at least weekly, to reset your RAM.
