I don't think the correct term would be "let". I seriously doubt anyone "lets" the kids run over them. Finding the correct balance of firmness and compassion is difficult to learn. In addition, as one writer said, in some districts there is a problem with parents who constantly intervene for their children at the slightly conflict. With the amount of violence seen now in the schools, many teachers and administrators are very cautious about discipline. Personally, I have been threatened too many times to keep track of. Some people are just not stable and you just don't know what they'll do.

You can try, but when a kid or parent then complains that you are being rough on their kid, or rude, no one is on the teacher's side anymore. Not at school level or above. I teach inner city. I think every week at least one of us is complained about and gets to be sent to the principal's office and chewed out by the parent. Kids aren't sent there anymore, it seems, just adults. Not the rewarding job it was once played up to be.

Because the moment they do anything to discipline the student, the parents rush to the school and accuse them of "being too hard on" their precious child. Parents today think their children will be harmed beyond repair if they ever know consequences to their actions.

Because they cannot be bothered with them anymore. Some students really kill the passion for teaching in teachers because they make it almost impossible for them to be taught.

because if they are tough, students will often complain to their parents who in turn complain to the district. parents will almost always side with their child for that sort of thing... so teachers are generally afraid of causing that situation.

Some teachers march,(or in your case, goose step) to a different drum. And that is OK because we are not raising criminals. We are raising good citizens. And maybe if they are not treated like inmates they will not become inmates.

Because some parents never taught their kids how to act right, and the kids act like they have no sense, values, or self-control no matter what the teacher does...

depends on the individual. it is not easy to be a teacher. it should not be necessary for them to be "tough"

It depends on what you mean by tough. There are legal issues with that.
