No. In Los Angeles the moon will set at 6:21pm. Here is a great site where you can plug in your own location to get your local moon rise and moon set times:

According to the news, today is Ramadan 1, the first day of Ramadan. Therefore, the moon should be a barely visible fingernail crescent, just past new, since this is when a Muslim month begins. In most places, there will not be a moon, but there will be a nice looking bright fingernail moon tomorrow night.

Tonight Saturday September 23rd ..
and according to the lunar calendar ..

It is a new moon, that means you won't be able to see it.

Wanna know why you won't be able to see it.
Well, a new moon means that the moon is between the sun and the earth where the sun is shining on the side of the moon that is opposite to earth, otherwords, tonight we have the dark side of the moon, hence no light is being reflected, hence we can't see it ;)

No. We just passed New Moon, so the Moon sets very shortly after sunset tonight. So the Moon will be below your horizon and therefore not visible.

Doesn't matter if there is a moon or not, since this is the 30th day of Shabaan we begin fasting tomorrow after Fajar anyway.

This is fiqh according to Hadith and the practices of the rightly guided Caliphs.
