Besides of course, taking classes to learn javascript.
Then I would have to say, by doing it. Simply start out, by copying little scripts, and break them down, element by element. And then use the basics learned to write your own little scripts.
After some time, you will have it down enough to do the basics, or have the familiarity enough to know where to get the knowledge to do whatever needs to be done.

depends on how much time/money you want to invest, if you have time and money I would suggest a course at a local community college, otherwise I would suggest a book
