Real tough with the new glues.
Have you tried freezing the letter?

Without using steam, the only other possible way of opening the envelope is by freezing it, then using a very sharp knife to slide between the envelope and flap, while it is still frozen. You may have to refreeze it a couple of times before you can fully open it.
This works only on glued envelopes which are sealed with a lick. Those new self-adhesive envelopes can't be opened with any of these tricks.

Put a small cup or bowl of water and the piece of mail, seal side facing up, in the microwave. Microwave for 10-20 seconds at a time until it opens easily. Use a small amount of glue to seal it up if it doesn't seal on its own.

I don't think that you can, but why would you want to? If the reason is to see what other people's mail is, then you are trying to break the law. It is against the law to read the mail of other people unless you have that person's permission. Doing so would be invasion of privicy.

If it is addressed to you then do any thing you wish, if it is addressed to someone else then you are committing a federal offense. I sure would not be advertising that if I were you.
