Officially, they're all equal. In terms of presidential succession, they're in the order that their departments were created (except for Homeland Security, which is not currently in the list because Congress hasn't gotten around to passing any bills to do so). There are also a number of "Cabinet-level" officials, such as the White House Chief of Staff and other advisors, who are not part of the Cabinet by law by are generally counted because of their relative importance to the administration.
