it depends if you are talking about a body, or an object.
You can also use "has risen.
I raised the flag
She arose from sleep
The king has risen
I have raised my hand over one hundred times
I rose to find a dog in my room.

Rose as raised in still in present tense.

both; but if it's the imperfect tense it is raised; whereas in the normal past form it is rose

if it was an object that ROSE of it's own accord or;
if it was RAISED by another person or object/s
