The Vice-President is a limited member of the Senate in the capacity that he is able to cast a vote when there is a tie 50-50 vote on an issue in the Senate, but does not preside over the daily activities of the Senate.

I am not sure what you mean. Do you mean who is the president of the Senate? That would be the vice president of the United States which is Richard B. Cheney.
