As stated in the US Constitution
A survey of the population will be made once every ten years.

This is important because the number of Representatives that each state has is determined by this survey. When the population changes the States may gain or lose Representatives in the House of Representatives. This survey is also used to determine the number of members of the Electoral College each state has; which determines the results of the presidential election.

This was a compromise between the Southern and Northern States. At the time the US Constitution was written the North had a higher population than the South. To prevent any single state from taking over the government every state was given two Senators, no matter what the population. To represent the people the House of Representatives was established. The members were determined by the population of each state. So a state with a large population (like the Northern ones) would have more members in the House of Representatives. The second compromise of counting blacks as fractions of a person was to help the Southern States have higher population figures.

The framers of the US Constitution did not really trust the people. So when the presidential election is held a safeguard was implemented; The Electoral College. Each state has a number of members of the Electoral College based on their population. More populace states have more members. When people voted in the election they do not vote for the president, instead they vote for a Member of the Electoral College who stands for that candidate for president. After the election the Electoral College is assembled and its members vote. Since time is needed to assemble the Electoral College (in those days horses were the top of the line in transportation) the elections are held in December, but the results don't apply until January. The Electoral College is made up of civil leaders and smart people. If a poor president is elected then these people have the power to change their vote, on behalf (and against the intention) of those that voted for them. It is a safety measure to prevent a new king from being elected by the people, the supposed “tyranny of the people.”

The US govt never counts on us. It does whatever it wants because we have all become ignorant of our rights. We don't vote and we don't protest to get rid of tyranny in our country.
The Framers set it up this way:
1. God
2. The People
3. The Constitution
4. The Government, Judges, Police, etc
5. Corporations

We need to use our votes on the jury to DECIDE the law and to throw out unconstitutional laws. Get a copy of the Jury Handbook from any patriot source. Be prepared to fight your your country. Any judge who tells a jury that they will give them the law should be tried for treason. The Jury decided the law, not the judges.

As for the enumeration or "census", the Framers only intended for the NUMBER of people to be counted for determining the number of representatives for each state. That's it. The census was not intended (and therefore unconstitutionally) to ask for the number of tv sets you have, now many cars you have, if your children go to school, what you do for a job, etc.

Every 10 years the census is taken. In the zero years. 2000, 2010, 2020 etc....

The count is not accurate. I cannot remember seeing a census person in years. I am not sure how it is estimated now.
