A lot of times, the best place to go for jeans and brand names that are really cheap are these two stores I probably spend the most on clothes at. The stores are called "Off the Rack" and "Last Chance." Basically, whatever department stores couldn't sell, stuff that was overstocked, and even sometimes the clothes might just be missing a button. Anyway, they're marked down, and best of all, brand name. I'm not sure where you're from, so I can't say for sure that either of those stores are located in your area. If not, look into "resale clothing stores" and you should find a ton of stores that have exactly what you're looking for at a cheaper price.
If that doesn't work out, have you considered taking up sewing? You could learn how to customize your clothes to fit your style, or even make your own! The best thing about making your clothes is that they are made to fit you, and only you. Plus, you could make double the amount of clothes for the same price it would be if you bought them already-made.
If that doesn't work out, try seeing if any of your neighbors need a dog-walker or a grass-mower/bush trimmer, or a car washer, or anything else that could be useful. For a small fee, you could do it daily, weekly, monthly, etc. and make some of your own money to help pay for the price of your clothes. For example, if your mom would be willing to put twenty dollars towards a pair of jeans that costs thirty dollars, you could cover the extra ten and whatever tax would cost. You'd get what you wanted, and your mom would be happy with what she had to spend. This is also an excellent route to go, because it will show your mother that you are both responsible, and most importantly, willing to work around what her budget is.

Where do you live? That would help people tell you what stores are nearby. I am in the California Bay Area, and we have stores like Crossroads and Buffalo Exchange. The have lots of clothes that people sell them that are gently used, and you can get all the popular brands, then sell them back if you grow out of them! Also, try Ross, Marshalls, TJMax, or Nordstrom Rack. You might be able to find a location on line. Good luck!

I find a lot of good clothing at the Salvation Army or Goodwill, but it does take a lot of time to sort through the trash to get to the good stuff.
Also, department stores like Macy's and Dillards always have 75% off sales several times a year.
You should stop into these store at least once a week to see what's on sale.

You can shop at higher end store if you stick to the clearance racks. Thrift stores cannot be beaten. I find Versace and Ungaro and other designers all of the time. Yard sales are good too, 25 cents is a good price for clothes if you know what I mean?

In Las Vegas, NV. They have a couple of Susie Deals. All clothes are $5 each. Tops, pants, jeans, slippers, shorts. Sometimes a clearance rack for 2 for $5 or a .99 rack. Found a perfect shirt with no erros on it.

Many churches offer sales of used clothing (donated) in their 'community services' type venues with excellent values, too.
Be sure to check your local telephone directories (where ever you are) for addresses of 'Used Clothing' retailers

Check out the nearest Goodwill store. Ours is as big as any department store. Donations are coming in all the time so it pays to stop in often. You can't beat the price and they often have name brand clothing and handbags, often nearly new and sometimes completely new merchandise. Worth a trip!
