It's probably clogged!
1.Look into the bottom and there should be a filter or a screen looking thing. Take that out if you can, or just scoop up the stuff that is around it.
2. If that doesnt work, it may be just inside the filter, then you may have to take the filter off (find out how to do this without breaking it by looking @ a user maual online if you dont have one @ home), and clean out the inner part.
3. If that doesn't work, then it may be a clog in the actual drainage device or in the household plumbing. That may be a doozy to fix, but if you have to go that route, find a plumber you can trust. Ask friends or family if they have any recommendations on a company or person.
4. It may also be that the diswasher is old and it's just not working anymore. In this case, if you would like to try to get it fixed, again, find a repair person you can trust. Don't get scammed, so ask around for recommendations, and you don't alway have to go with the first opinion. If you're not sure get another.

Could be the "impellers" are worn down--these are like paddle wheels that move water. Located in the tub bottom--you have to take things apart to get to it for replacement. The food trap may be stopped up. Got a garbage disposal ? Check at the point where the drain hose is connected to the garbage disposal---take this hose off --inspect the hole to see if it"s plugged--not letting the water discharge out---clean it. While you have the drain hose off--stick it in a bucket -- fill the d/w with water and set to drain. Water coming out ok?

first you want to make sure your filter is clear, it is the back of the wash area.
second you want to make sure the drain hose is not kinked, dish washer work with a pump and syphon-action there should be a loop of some shape in the drain hose. make sure is is sorta round and has a nice radius,
check for kinks. +
you will have some water left and the heater elements takes care of that ,

When that happened to me, we took it apart hoping to find something plugging it. Not the problem.
We ran vinegar and stuff through it, then it seemed ok for a week,
Then it started again. Repairman said it need new computer stuff...labor and parts was $400. We paid $300 for it. We ditiched it.

Because the heat/dry cycle isn't long enough to evaporate ALL the water, maybe try JetDry it'll help to eliminate more residue water.
