I am assuming that the PC does not shut down, or you have to end a program before it shuts down.
If the first, defrag the hard drive. If it is badly fragmented it can prevent the PC from shutting down.
If the second, keep track of what program you need to shut down and if it is the same one, either close the program before shutting down, or try uninstalling and reinstalling the program.
