Since to be an official transcript, it must be sealed and signed by the school it is from, you will only be able to send it by mail. Your school guidance office will have forms for you to complete with what colleges you would like transcripts sent to. Admissions offices realize that transcripts will need to come from your school, and they will not be expected at the time your application is received.
When you submit your part of the application online, you will most likely be given a checklist of that needed to complete your application. The benefit of applying online is less paperwork and your application gets into the college's system faster.
Just make sure you carefully read your college's application requirements, as they can very, and you will be fine. Good luck.

If you go to high school, a career counselor should be on staff and they will be more than happy to help you.
To answer your question: send your official transcript by mail. The college's address will be on the school website. My HS registrar - the place where you order and get your transcripts - was actually able to send the transcripts for me if I gave them the college's address. Check to see if they can do that for you too. Oh, and it sounds like you're doing the application process on time or early. Good for you! But for your transcripts - unless you're already graduated, you're going to have to send official FINAL transcripts to the college once you graduate. Often, you will be accepted to a college but the college will request your final transcripts once you graduate. So be sure to order those from your registrar before school ends for the year - usually right after finals and a little before graduation is a good time.
A few more tips for application:
DO IT EARLY. Sounds like you are; great job - you will be happy you did.
KEEP RECORDS. Write down somewhere all the things you do, and keep files on all the colleges you apply to and all the scholarships you apply for. Keep track of all that stuff.
APPLY FOR LOTS OF SCHOLARSHIPS. They help! And there's millions of them out there.
DO YOUR FAFSA. Federal Application for Financial Student Aid. Very critical and will get you applied for a ton of money. fafsa.com is the place to look.
TALK TO YOUR COUNSELOR. Either your counselor or the career center at your school deals with everybody who applies for college. They're pros by now - ask them!

what you do is contact the school that needs to send a transcript and give them the address of the school that needs to get the transcript. For example if you are a high school student go to you guidance counselor and ask them to send your transcript to the college. When you applied online they would expect you to mail the transcript and then they will process your application. If you are still taking classes have an un-official transcript sent and let them know that you are silll taking classes so when you finish your classes have them send an official transcript.

It's called the U.S. Postal System, you put it in an envelope, put a stamp on it, put it in the mailbox and send it to them. Or you could fax it, but you would have to pick up the phone and call them to get their fax number.
