...in the USA before money could be appropriated for foreign aid or to do anything but defend against attack?
These programs would have to demonstrate effectiveness and efficiency in combatting adult illiteracy, illegal immigration, drug addiction, sending jobs overseas, healthcare, high school dropouts,
domestic violence, violent crime, pollution, energy production, and other pressing problems, and be funded at effective levels, not passed and way underfunded.
Or present an alternative solution.

The first problem with your "solution" is that other than the Post Office you cant name one government agency that functions in any way shape or form to what you presented. Its a utopian view, and while we all want utopia we have to live in the real world.
Funding everything you mentioned at an "effective" level by government standards would bankrupt this country, and I have no desire to live at European standards of 15-20% unemployment and inflation.

Each of the items you mentioned above can and has been discussed at length and I cannot respond to them all in this post.

Foreign aid: Agreed we spend WAY too much on countries that then turn around and screw us. Mexico for one, pick a spot on the map and find one. Cut them all off now, and while we are at it pull out of the UN.

Sometimes the best defense is a good offense, old cliche but true. If we had entered WW2 before Pearl Harbor, who knows what would have happened. Same thing when Germany invaded Poland. And then France.

You might say that what we have now isnt a good offense, and there are vailid considerations to that point. Yet at the same time its better than waiting around for stuff to happen again.

Most of the other programs listed above: I provide my own health care, education, stay off drugs, and dont commit crime. Whats the difference between me and other people? Not a damn thing other than drive and determination. I was not born rich, my parents were divorced early and didnt pay for my college. I WORKED for it. Anyone can do it, especially in this country.
