What if you took a rectangular cardboard box, paint it black, cut three holes in the middle, then stuck a flashlight through each hole, each one covered in colored cellophane to represent red, yellow, and green?

I would suggest that ordinary signal lights are existing. Make Mobile signaling system that will be attractive and useful for schools and cinema theater were the rush will be only for limited time. For this you can use any Chinese make remote control toys circuit and keep the lights in the middle of the road. Operate it from one end of the road. This will avoid people standing in the middle of the road to control the traffic. They can stand safely in shadow. Any electronic knowledgeable person can help you for this projects.

I like the shoe box ideas. To make it even more like a traffic light, see if you can find a flash light, or something simlar to christmas lights where the bulbs turn on and off, so that it looks like the colored celophane is lighting up and then turning back off.

OK, so put red on top, yellow in the middle, and green on the bottom. But why build one? Go on Ebay and see if you can find a good used real one for like 40 bucks, or buy a toy model train set one if you can use a small one

What level of school are you in? a "timer" with little motor can make the traffic lights automatically change. It is a little more difficult

You could get some think paper or a block of wood (or something like that).
Get green shiny paper, red shiny paper, and yellow shiny paper and cut into circles.
Glue them on, and you are done.
