How long can you look at someone before its considered staring?

I'm not really sure but, some people are a little easier on the eyes than others. I'd say about three seconds , unless you return a smile ( this allows you a chance to double up the time, if you really get an eye full).

If you are talking to someone and looking them eye to eye, count how long it takes for either of you to briefly look away. That will be how long a look is. Anything longer than that is a stare.

more than 15 sec. has got to be staring and not just looking.
