Use a silver polish - it can be found in the supermarket aisle that has dusting & cleaning products - like Tarnex.

I would try a product called "Calcium Lime Rust" by CLR/Tarnex or even "Lime-Away."
I saw a commercial using the CLR to clean silver coins and silver kitchenware...showing how well it restores the finish.
