The particle of EM radiation is a photon. This is a quantum description of light as a massless particle.

As for substance, what do you mean? It's not going to be made of cheese if that's what you're thinking.

Waves are not matter, they are not made of anything so it is not a substance. They are just disturbances that transfer energy.
