Here is another way of putting it that is more understandable; "You can't give what cannot be taken".

Basically it means that swine have no use for pearls so putting them in front of them has not effect and does not good for them.

So if you place a large amount of newpapers in front of a starving man you have theoretically speaking "cast pearls before a swine"

Matthew 7:6 ,Swine or pigs were considered unclean.To take something as precious as the word of God and present it to someone who cares not to hear such precious words , is like taking pearls and casting them into a pen full of pigs that will turn around and rend you.You can see this all the time right here on Yahoo.
