When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag's own right, that is, to the observer's left. When displayed in a window it should be displayed in the same way, that is with the union or blue field to the left of the observer in the street. When festoons, rosettes or drapings are desired, bunting of blue, white and red should be used, but never the flag.

Let's see if I can remember all this from my Scouting days:
Never in the rain.
Never touch the ground
Always illuminated at night
Half Mast in Mourning
When on a Wall:
Horizontal-Stars to the Left
Vertical-Stars to the right( I think)
Always above State or other flags
To the Left of a Podium (I think)
Never torn or dirty
Cerimonial Disposal (Offered by any Scout Troop free of charge by the way.)

When "observing" the flag the Blue field of should always be in the upper left hand corner. This should be a test for citizenship into the USA as well. Also the flag should be removed at night unless it is illumiated by light. Am I correct? Yeah I think so.

if is for hanging against a wall the union (blue square with the stars on it) should be at the top left corner - this goes for either hanging the flg vertically or horizontally.
if flying outside on a wall mounted flagpole that faces out, the union should be at the outer end of the pole .

the blue field should always be in the top left, an exception is an emergency at sea, when it should be flown upside down.
