Take for example, a soap dispenser, or a garbage can, or a flour vase. What are the people that design these things called, and do they go to university or college and what is their job called?

Sure they go to college. One is called Art College in Los Angeles, and they learn to design packaging, for example. Or interesting boxes. The story of the Pringles chips is pretty famous and came out of a class project.
Some things are simply engineered for good use though. And even others are invented.
Others are accidents. I think the Postit's were an accident in making glue.

I designed something really wonderful yesterday morning.

It was a flat board about 6 feet x 4 feet.
In each corner I nailed a long piece of wood, about 3 feet long.
Then I turned it upside down and showed everyone.

They all thought I was very clever until someone pointed out that somebody else had already invented it and called it a "table" which I think is a really silly name.

Shame.
