I don't use Ebay but I have written this question for people that may someday need this information.

They can be reported - but you need to submit specifics to Safeharbor when you do report them - and please, don't go reporting someone unless you are sure it is a scam or fraud.

I urge all buyers to review a Seller's feedback, know what they are buying, and ask questions of the Seller. The longer a Seller has been on Ebay, the less likely they are a fraud - they could just be a cruddy seller.

If you do buy something, try to use Paypal, the online payment service, it is safe to use, and if there's a problem - like you don't receive your item, you can file a claim with Paypal and you get your money back - it's an easy process all online.

I don't use it either, but do know if a buyer or seller is reported, eBay puts them on a list and does not allow them to enter site again.

I have only ran into one and I never received my item or my money back. Fortunately it was only 4 dollars. I always read the feedback
