Poverty is caused by bad decisions. That is why Christ said "The poor will always be with you..."
A better question would be "Who is to blame for the Prepetuance of Poverty?"
Many have exploited the poor and profitted from them instead of helping them grow.
This is why were today debating Illegal Immigration claiming they do jobs Americans won't do while a multitude of Americans will sleep in a rat infested back alley with an empty belly tonight.
This is why instead of getting a real job Jesse jack *** and Al Sharpton play to the crowds of ignorant, uneducated poor blacks who follow them like Jamaican Zombie Sheep.

poverty on an individual level the individual
poverty in general is not a contion that is chosen by any means usually the lack of will or education is the vehical for poverty and in some cases the choice is not the individuals and is forced upon them through there governments
so poverty at birth is a blessing for they dont know anything else and poverty for the once rich is devastating for they know what they have lost
until we all understand the true word of life we will need both to help us find the middle

The greedy rich and the lazy poor man. The greedy rich have absconded with all the wealth but the lazy poor man is at fault for not recovering it through welfare programs.

... greed is a sin.... and I think it's one of the base sins... by that I think many of the other sins come from greed...
for someone to have more, there must be someone that has less...
the "lazy poor" is just a myth created by the wealthy to make them feel better about themselves... I know more trust fund babies that do nothing than I do poor people that do nothing... in fact, I don't know any poor peole that don't work hard?

Essentially those who are poor have nobody to blame but themselves. Our success and failure in life is directly tied into the decisions that we make.
Indirectly we can blame our govt that actually rewards people for not working by giving them financial assistance. But even if the govt decided to pull the plug, there would still be people in poverty.
