Yes, it was the future King George VI when he was the Duke of York. At that time, the future Edward VIII was the Prince of Wales, and more of a playboy than a sportsman.

They looked quite similar. When Edward VIII abdicated, a lot of the artwork for his Coronation (medals, souvenir china, and so on) was re-lettered for Geoge VI, but not re-drawn.

Therefore, I am going with others who have said George VI, formerly Albert Duke of York.
